As a vice president in O’Neill and Associate’s federal relations practice, Scott Brenner offers clients over 15 years of public and private sector experience in such areas as political media relations, internal communications, public affairs, lobbying, government and politics. Prior to coming to O’Neill and Associates, Mr. Brenner served as chief of external affairs for the U.S. Department of Homeland Security’s Science and Technology Directorate. At DHS, he established critical relationships with key Republican and Democratic Members of Congress, their staffs, the media, and important public and private sector participants in the nation’s domestic security network. He also developed and implemented the agency’s external and internal communications strategy, with an emphasis on public awareness and intra-agency development, respectively.
Mr. Brenner previously served as vice president of government affairs for the Rubber Manufacturers Association, where he implemented the trade association’s lobbying program, including all communication and negotiations with the Congress, executive branch agencies, and various private sector organizations.
Prior to this, Mr. Brenner was appointed by President George W. Bush to serve at the U.S. Department of Transportation, both in the National Highway Traffic Safety Administration (NHTSA) and the Federal Aviation Administration (FAA). At NHTSA, he developed on a daily basis innovative outreach and negotiating strategies with core policymakers at the White House, the Congress, numerous federal agencies and state governments. At the FAA, Mr. Brenner served as the agency’s chief spokesperson and was responsible for the strategic development and overall management of internal and external communications and media relations. He was also the agency’s spokesman and chief media liaison on September 11, 2001.
Mr. Brenner brings to O’Neill and Associate’s extensive experience on Capitol Hill. As the chief spokesman for the US House of Representatives Committee on Transportation and Infrastructure, he crafted communication strategies for all committee initiatives. Prior to this, Mr. Brenner served as the deputy director of communications for the Committee on Ways and Means, where he created an innovative national multi-media campaign to tout the committee’s welfare reform initiatives. As a Capitol Hill press secretary, Mr. Brenner successfully developed pro-active media strategies for U.S. Representatives E. Clay Shaw Jr. (R-FL) and Bill McCollum (R-FL, ret.), the latter of whom was the fourth ranking Republican in the House Leadership.
Mr. Brenner has also worked internationally with Freedom Medicine, a non-profit organization that provided medical training to refugees in Afghanistan. As a Camp Manager, Mr. Brenner had responsibility for the daily operation of a number of field clinics as well as Freedom Medicine’s public relations activities. Mr. Brenner is a graduate of the University of Nevada at Reno and has an MBA from Strayer University in Washington, D.C. He resides in Alexandria, Virginia.
