A director in O’Neill and Associates’ government relations practice, Lindsay Toghill offers clients both a keen understanding of Massachusetts' policy and budget processes and an extensive network of public sector relationships from her years working in the Massachusetts State House and Boston's City Hall.

Before joining O’Neill and Associates, Ms. Toghill served as assistant director of state relations for the City of Boston’s Office of Intergovernmental Relations. In this role, she advocated for the City’s legislative and budgetary priorities as the liaison between the Menino Administration and the Massachusetts House of Representatives, State Senate and Governor’s Office.

Previously, Ms. Toghill served as the director of constituent services for State Senator Brian A. Joyce. There she managed all constituent casework, while also organizing community forums, handling legislative and budgetary issues, and coordinating committee testimony and advocacy letters. Additional government experience includes internships with the offices of U.S. Representatives Joseph P. Kennedy II and John W. Olver.

A Cleveland, Ohio native, Ms. Toghill attended Boston University, where she earned a bachelors degree in English and political science. She is the founder, past president and treasurer of the Greater Boston chapter of the Cleveland Browns Backers. Ms. Toghill also serves on the board of the Metropolitan WaterWorks Museum and Reservoir Conservancy. She resides in Brighton, Massachusetts.
