O’Neill and Associates Announces Hire of Caroline Powers

Massachusetts Capitol Hill Veteran Joins Firm’s Federal Relations Team

Boston (February 18, 2011) – O’Neill and Associates, New England’s leading full-service government and public relations firm, today announced the hire of Caroline Powers, former director of the Office of Federal-State Relations for Massachusetts Governor Deval Patrick, who has joined the firm as an associate in its federal relations practice.

O’Neill, III.  “Her unique combination of experience within state and federal government is a perfect match for our firm.” Before joining O’Neill and Associates, Powers led Governor Patrick’s Office of Federal-State Relations, an office earlier created and administered by CEO Thomas P. O’Neill, III during his term as Massachusetts Lt. Governor. In this capacity, she represented the interests of Massachusetts, its citizens and its Governor before federal agencies and Congress. During this time, Powers organized, administered and implemented the Governor’s advocacy efforts on behalf of the Commonwealth’s federal agenda, including managing the federal budgetary, policy and regulatory priorities of each state agency, developing outreach strategies, and advancing Congressional testimony, opinion editorials, and briefing documents to raise the Governor's national and federal profile on important federal issues. 

Previously, Powers served U.S. Congressman Stephen Lynch (D-MA) as legislative director and principal policy advisor for health, labor, education, technology, and telecommunication issues. During her tenure with his office, she helped to develop and implement legislative strategy, agenda, and policy positions as well as communications plans. Powers also served as a campaign coordinator during the Congressman’s first bid for federal office in 2001, as well as a legislative aide to then State Senator Lynch in the Massachusetts State Senate. 

Powers holds a master’s degree in government from Johns Hopkins University and a bachelor’s of arts degree with honors in American studies from Goucher College. She is a Dorchester, Massachusetts, native and graduate of The Boston Latin School.  She is also a member of Women in Government Relations and the National Partnership for Women and Families, and has volunteered for several campaigns working with the Democratic Congressional Campaign Committee (DCCC) as well as Alexandrians for Obama and John Kerry for President. She resides in Falls Church, Virginia.
