Carlos Iturregui, Senior Vice President

As senior vice president at O’Neill and Associates, Carlos E. Iturregui draws upon extensive expertise with more than 20 years in leading positions in both state and federal government and in the private sector working with the executive branch and the United States Congress on issues ranging from environmental, homeland security, immigration, and infrastructure.

Before joining O’Neill and Associates in early 2009, Mr. Iturregui spent five years as the first Chief to the newly legally mandated Office for Policy and Strategy for the United States Citizenship and Immigration Services, a component of the Department of Homeland Security. There, he was responsible for making policy recommendations, and performing policy research and evaluation on all national immigration services issues, developing and coordinating the agency’s Strategic Plan with all its divisions.  In addition, he was responsible for the development and coordination for all regulations on behalf of the largest immigration services agency in the world.  Mr. Iturregui was the lead Agency representative for several major issues with the Department: the Homeland Security Advisory Council dealing with the private sector, comprehensive immigration reform, trafficking in persons and radicalization.

A frequent public speaker, Mr. Iturregui has presented at both domestic and international fora on immigration and national security issues.   He also welcomed thousands of new U.S. Citizens across the country by administering the Oath of Allegiance and as an invited keynote speaker at both administrative and judicial naturalization ceremonies.

His prior public sector experience includes serving as Commissioner for the Virginia Commission on National and Community Service appointed by Senator and former Governor Mark Warner, and serving as Administrative Judge for the District of Columbia government.   As Assistant Director at the Government of Puerto Rico’s main office in the continental U.S., he was responsible for infrastructure, environment, justice and insular affairs.   He oversaw federal funding procurement for the island’s heavy rail mass transit system Tren Urbano, the largest infrastructure project in the Commonwealth’s history.

Mr. Iturregui’s private sector experience includes senior positions with D.C. government relations firms, including O’Neill and Associates under its prior ownership.  In these roles, Mr. Iturregui represented private corporate clients’ business interests before federal and states’ governments and Congress. His lobbying strategies for clients in both the private and states government sectors developed new business worldwide through joint ventures and partnerships.   

Mr. Iturregui received his bachelor’s degree from the University of Massachusetts at Amherst and his law degree from the Inter American School of Law in Puerto Rico.  He also pursued graduate law studies in Immigration and International Law at the Georgetown University Law Center and Land Use Planning at Harvard Law School.

Mr. Iturregui is a member of the U.S. Court of International Trade, alumni of the American Council of Young Political Leaders and the U.S.-Spain Council.  He lives in the Washington metropolitan area with his family.
