Lindsay Toghill

Vice President

A vice president in O’Neill and Associates’ government relations practice, Lindsay Toghill offers clients both a keen understanding of Massachusetts’ policy and budget processes and an extensive network of public sector relationships from her years working in the Massachusetts State House and Boston’s City Hall.

Lindsay’s clients have included The Boston Foundation in its successful Race to the Top Coalition campaign, as well as Massachusetts 2020, Boston Scientific, the Massachusetts Hospital School Foundation, Pepsi, Yum! Brand Foods, Home Care Alliance of Massachusetts and the Boston Harbor Island Alliance.

Before joining O’Neill and Associates, Lindsay served as assistant director of state relations for the City of Boston’s Office of Intergovernmental Relations. In this role, she advocated for the City’s legislative and budgetary priorities as the liaison between the Menino Administration and the Massachusetts House of Representatives, State Senate and Governor’s Office.  In this role, she helped coordinate the Mayor’s public policy on a variety of issues including education reform, criminal justice, and municipal finance initiatives.

Previously, Lindsay served as the director of constituent services for a member of the Massachusetts State Senate. In that role, she managed all constituent casework, while also organizing community forums, handling legislative and budgetary issues, and coordinating committee testimony and advocacy letters.

A Cleveland, Ohio native, Lindsay attended Boston University, where she earned a bachelor’s degree in English and political science. She is the founder, past president and treasurer of the Greater Boston chapter of the Cleveland Browns Backers. Lindsay resides in Melrose, Massachusetts.
